TOWN BOARD Meeting Minutes

Marion Court Room

Monday, October 28, 2024

A Town Board meeting of the Town of Marion, Wayne County, NY was held on Monday, October 28, 2024 at the Marion Court Room.

Supervisor Johnson called the meeting to order at 6pm and asked the Clerk of the Board to give a roll call.

PRESENT:         Summer Johnson, Supervisor

Michael Cramer, Councilman

Julie Herman, Councilwoman

Ronald Lonneville, Councilman

Margi Taber, Councilwoman

ABSENT:

OTHERS IN ATTENDANCE:  Jeff Cragg, Chief Operator Marion Sewer Department; Marcia Lonneville; Gary & Penny Shaw; Samantha Starks; Gina Southcott; Joan Fisher; Adam Hoffman; Noah Bonafede; Debbie Smith; Amaya Hayes; Hannah Macneal; John Lonneville, Zoning Board member; Casey Carpenter, Times of Wayne County.

Supervisor Johnson asked everyone to stand and give the Pledge of Allegiance.

Public Hearing:

6:00pm:        2025 Budget

The public hearing opened at 6pm with the Supervisor asking the Clerk of the Board to read the following legal notice.

LEGAL NOTICE      TOWN OF MARION      NOTICE OF PUBLIC HEARING

 NOTICE IS HEREBY GIVEN that the preliminary budget for the Town of Marion, New York, for the fiscal year beginning January 1, 2025 has been completed and filed in the Office of the Town Clerk of the Town of Marion, where it is available for inspection by any interested persons at all reasonable hours; and

FURTHER NOTICE is hereby given that the Town Board of the Town of Marion will meet and review said budget and hold a Public Hearing on Monday, October 28, 2024 @ 6pm at the Marion Court Room, at which time and place any persons may be heard in favor or against any items therein contained; and

WHEREAS, pursuant to Town Law, the proposed salaries of the following officers are hereby specified as follows:

Highway Superintendent  $69,564.

Town Clerk    $49,966.

Registrar of Vital Statistics $683.

Town Justice 2 each @ $16,315.

Councilman 4 each @ $5,358.

Supervisor  $32,701.

Budget Officer $730.

Deputy Supervisor $1,126.

One resident did speak during the public hearing and thanked the Marion Highway Department workers for all of their hard work and effort.

Supervisor Johnson asked three times if anyone else had any comments or concerns and with no one coming forward, the public hearing was closed at 6:04pm.

6:30pm:        Cable Television Agreement

The public hearing opened at 6:30pm with the Supervisor asking the Clerk of the Board to read the following legal notice.

CABLE TELEVISION AGREEMENT

NOTICE IS HEREBY GIVEN that the Marion Town Board will meet and hold a Public Hearing for the purpose of authorizing the approval of a Cable Television Agreement between Spectrum Northeast LLC and the Town of Marion.

FURTHER NOTICE is hereby given that the Town of Marion will hold a Public Hearing on Monday, October 28, 2024 at 6:30pm at the Marion Court Room, 3827 North Main Street Marion, New York regarding granting a cable television franchise agreement by and between the Town of Marion and Spectrum Northeast, LLC an indirect subsidiary of Charter Communications.

FURTHER NOTICE is hereby given that a copy of the agreement is available for public inspection during normal business hours at the Marion Town Clerk’s Office located at 3823 North Main Street Marion, NY.  At such public hearing, all persons will be given an opportunity to be heard.  Written and oral statements will be taken at that time.  Time limitations may be imposed for oral statements, if necessary.

BE IT RESOLVED, that these changes move all highway personnel services to one section of the budget instead of 5 different sections.  This is done to simplify the Highway Personnel lines; and

BE IT RESOLVED, that no changes have been made to the longevity lines.  The Longevity lines in the preliminary budget stay as they are stated; and

BE IT FURTHER RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #10122024  Adopt 2025 Budget

On a motion by Councilman Cramer and seconded by Councilwoman Herman

The following resolution was approved.

 WHEREAS, the Marion Town Board has received the 2025 Tentative Budget for the Town of Marion; and

WHEREAS, the Marion Town Board prepared the 2025 Preliminary Budget for the Town of Marion; and

WHEREAS, a Public Hearing on the 2025 Budget was held on October 28, 2024; now

BE IT RESOLVED, that the Marion Town Board adopts the 2025 budget as attached; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Additional Citizen Comments:    none

Executive Session

On a motion from Councilwoman Herman and seconded by Councilwoman Taber, the Town Board entered into executive session to discuss a personal issue at 6:35pm.  The Board closed executive session at 7:01pm

With no further business, on a motion by Councilwoman Herman and seconded by Councilwoman Taber, Supervisor Johnson closed the meeting at 7:02pm.
