TOWN BOARD MEETING MINUTES

Marion Court Room

Monday, February 10, 2025

 A Town Board meeting of the Town of Marion, Wayne County, NY was held on Monday, February 10, 2025 at the Marion Town Court Room.

Supervisor Johnson called the meeting to order at 6:30pm and asked the Clerk of the Board to give a roll call.

Resolution #203-2025 Authorize Highway Superintendent to Attend Advocacy Day 2025, in Albany, New York

On a motion by Councilman Lonneville and seconded by Councilman Cramer

The following resolution was approved.

 WHEREAS, the Advocacy Day Grass Roots Campaign 2025 will be conducted at the Albany Hilton Hotel in Albany, New York on March 4th and 5th, 2025; and

THEREFORE BE IT RESOLVED, that the Marion Town Board authorizes Timothy Boerman, Town of Marion Highway Superintendent, to attend above mentioned Advocacy Day Grass Roots Campaign 2025; and

THEREFORE BE IT FURTHER RESOLVED, that the expenses incurred for registration, travel, lodging and meals will be paid by the Town of Marion and be appropriated from Account #50104.01.000.016 at a cost not to exceed the budgeted amount; and

AND BE IT FURTHER RESOLVED, that the Town Board directs the Clerk of the Board to give a passed copy of this resolution to Timothy Boerman, Highway Superintendent and Principal the Account Clerk.

Resolution #204-2025 Authorize Highway Superintendent to Attend 2025 School for Highway Superintendents

On a motion by Councilman Lonneville and seconded by Councilman Cramer

The following resolution was approved.

 BE IT RESOLVED, that the Marion Town Board Authorizes Highway Superintendent to attend 2025 School for Highway Superintendents.

WHEREAS, the 80th Annual School for Highway Superintendents will be conducted at Ithaca College in Ithaca, New York on June 2-4, 2025.

THEREFORE BE IT RESOLVED, that the Marion Town Board authorizes Timothy Boerman, Town of Marion Highway Superintendent, to attend above mentioned School for Highway Superintendents; and

THEREFORE BE IT FURTHER RESOLVED, that the expenses incurred for registration, travel, lodging and meals will be paid by the Town of Marion and be appropriated from Account #A50104.01.000.016 at a cost not to exceed the budgeted amount.

AND BE IT FURTHER RESOLVED, that the Town Board directs the Clerk of the Board to give a passed copy of this resolution to Timothy Boerman, Highway Superintendent and the Account Clerk.

Resolution #205-2025 Authorize Highway Superintendent to Attend the 96th Annual New York State Association of Town Superintendents of Highway Conference

Boerman, Highway Superintendent, to attend the 96th Annual New York State Association of Town Superintendents of Highways Conference to be conducted at the Holiday Valley Resort, Ellicottville, New York, on Tuesday, September 23, 2025 through Friday, September 26, 2025; and

BE IT RESOLVED, that expenses incurred for registration, travel, lodging and meals be paid by the Town of Marion from Account #50104.01.000.016 at a cost not to exceed budgeted amount; and

BE IT RESOLVED, that the Town Board directs the Clerk of the Board to give a copy of this resolution to Timothy A. Boerman, Highway Superintendent and the Principal Account Clerk.

Resolution #2062025 Appoint Bicentennial Committee Members

 BE IT RESOLVED, that the Marion Town Board appoints the following individuals to the Marion Bicentennial Committee;

Mike Cramer, Town Board Liaison

Jennifer Hunter, Town Historian

BE IT RESOLVED, the committee must approve a Chair and Secretary for the committee; and

The committee must provide meeting minutes and a quarterly report once formed and;

The committee must meet at least once a quarter and may use any town facility to hold their meetings; and

The committee is considered an “arm” of local government, and therefore must practice in an “open” meeting (Open Meeting Law) with advanced notice for meeting dates; and

The formed committee must by law adhere to all State and Local laws, including the Town of Marion’s procurement policy when making purchases; and

The Town of Marion Historian is responsible for signing all related spending request, keep records of spending and create any necessary vouchers; and

The Town Board reserves the right to make final funding determinations over the procurement policy threshold; and

The Town Board reserves the authority to modify, alter or update these rules and restrictions at any time, and or dissolve the committee, if determined necessary, throughout the term herein; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk and all Bicentennial Committee Members.

Resolution #207-2025 Authorize Town of Marion to Purchase Supplies for Jennie’s House, Town Museum

On a Motion from Councilman Cramer and Councilwoman Herman this resolution was TABLED

 BE IT RESOLVED, that the Marion Town Board authorizes the Town of Marion to purchase paper towels, soap and toilet paper for Jennie’s House, Town of Marion museum; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #208-2025 Authorization to Award $500.00 to the Marion Senior Club for Services in Senior Recreational and Social Environments

 On a motion by Councilman Cramer and seconded by Councilwoman Herman

The following resolution was approved.

 BE IT RESOLVED, that the Marion Town Board authorizes the Town of Marion to award $500.00 to the Marion Senior Club for services in senior recreational and social environments. The 2025 budgeted amount of $500.00 shall be from account 75504.01.000.099 in a one-time payment; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #209-2025 Payment of Claims

The following resolution was approved.

WHEREAS, Timothy Boerman, Highway Superintendent, has prepared an agreement to spend Town Highway Funds for 2020 as attached; now

BE IT RESOLVED, that the Marion Town Board accepts and approves said agreement and authorizes all members of the Town Board and Town Highway Superintendent to sign said agreement in duplicate and forward to the County Superintendent of Highway for his signature; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Highway Superintendent and the Principal Account Clerk.

Additional Citizen Comments:     3 attendees spoke on a variety of topics.

On a motion from Councilwoman Herman and seconded by Councilwoman Taber, the Town Board entered into executive session to discuss a personal issue at 8:01pm.  The Board closed executive session at 8:24pm

With no further business, on a motion by Councilwoman Herman and seconded by Councilman Cramer, Supervisor Johnson closed the meeting at 8:25pm.
