We are excited to announce the launch of the Town of Marion Parks & Recreation Advisory Board. Meetings have been scheduled through December 2024. The meeting dates, time, location and minutes will be posted on the town website.
Marion Parks & Recreation Advisory Board members include: Mary Johnson (notetaker), Sarah Griffin, Jarred Savory, Barb Schoonerman, Joan Fisher (Chair), Justin Minier, Tim Holahan, Holly Bovet, and Chrissy Nelson.
THANKS to those who have signed up to participate and volunteer their time to advise the Town Board on building P arks & Recreation Programs in Marion. Your efforts are greatly appreciated and our hope is that the town will benefit for years to come.

Marion Adult Recreation will be hosting Pickleball each Tuesday & Thursday at the Marion Elementary School gym starting September 11th from 7pm to 8:30pm. Beginner and new players are welcome! For more information, please contact Joan Fisher or Barb Schoonerman.

P&R Advisory Board info/Resolution:

As the name implies, the Parks & Rec Advisory Board has been set up to advise the Town Board on activities and initiatives to build a thriving and sustainable P&R program for all residents.  The Board consists of a minimum of 5 members, but no more than 9, who reside in the Town of Marion and are appointed by the Town Board for a term of 4 years. Including a youth voice on the Advisory Board is critical but once established need to determine the best way to facilitate that.   All vacancies which may occur shall be filled by the Town Board.

  • Members will identify the Chair of this Board for a term of 2 years.

  • Recommend rules and regulations for the operation and conduct of P&R facilities and programs.

  • Guide the Town Board in development of Parks & Recreation programs.

  • Advise the Town Board on equipment and maintenance for P&R areas and facilities.  Include P&R Staff (coordinators, directors) as appropriate.

  • Update the Planning Committee regarding the Town of Marion Comprehensive Plan specific to Parks & Recreation.

  • Provide a quarterly P&R report to the Town Board; this report should include fiscal challenges, program costs, and budgetary needs.

  • Town of Marion Board Chair(s) will serve as liaison between P&R Advisory Board and Town Board.

During the fourth quarter each year each member of the Parks & Recreation Advisory Board whose term(s) are expiring will be given the option to request reappointment to the Board.  If not continuing, they must notify the chairman of the Advisory Board and/or the Town Clerk.

Parks & Recreation Advisory Board

Title:   Parks & Rec Advisory Board for the Town of Marion, NY.

The governing Advisory Board shall be known as the “Parks & Recreation Advisory Board of the Town of Marion” hereinafter referred to as the “Board.”

Establishment of Parks & Recreation Advisory Board.

A.  The Board shall consist of a minimum of 5 but not more than 9 people who shall be residents of the Town of Marion.  They shall be appointed by the Town Board for a term of four years. All vacancies which may occur shall be filled by the Marion Town Board.

B.  A member’s term expires upon the expiration of five years on the Board or when such person no longer is a resident of the Town of Marion.

BE IT RESOLVED:   There is created and established a Parks & Recreation Advisory Board which shall act in accordance with and subject to the provisions, duties, and limitations of this Resolution.

BE IT ALSO RESOLVED:  That the following guidelines are set forth for the Parks & Recreation Advisory Board:

(1) The Recreation Advisory Board serves at the pleasure of the Town Board in an advisory capacity. The Board shall have authority to create, direct, or dissolve the Parks & Recreation Advisory Board as needed.

(2) The Town Board makes the final determination of which persons sit on the Parks & Recreation Advisory Board. The Advisory Board may submit names for consideration, but at no time do they have the power to appoint, fill a vacancy or replace a member without the written consent of the Town Board.

(3) All members of the Parks and Recreation Advisory Board shall serve in a volunteer capacity.

(4) All members of the Parks and Recreation Advisory Board shall be residents of Marion, NY.

(5) No member of the Parks and Recreation Advisory Board shall attempt to negotiate on behalf of the Town of Marion with any outside agency or individuals regarding any matter before the Board or the Parks and Recreation Advisory Board without prior approval from the Town Board.

(6) The Parks & Recreation Advisory Board shall determine and establish meetings as necessary in order to make recommendations to the Town Board.

(7) The Parks & Recreation Advisory Board shall report to the Town Board.

(8) The Parks & Recreation Advisory Board is an advisory body to the Town Board in the matter of parks & recreation facilities, activities, staff structure, and any other topic related to parks & recreation in Marion as tasked by the Town Board.

(9) As an Advisory Board appointed by the Town Board, the Recreation Advisory Board is considered part of the Town of Marion official body. As such, all meetings of the Parks & Recreation Advisory Board are subject to Open Meeting laws, and therefore are open to the public at all times.

Reservation of powers and duties.

The Town Board of the Town of Marion expressly reserves to itself all powers not specifically granted to the Advisory Board.  Such powers include but are not limited to the following:

A. The power to make adjustments to and approve the budget of the recreation and parks department.

B. The power to lease, purchase or otherwise acquire additional real property for use as parks.

C. The power to approve rules and regulations for the operation and conduct of recreational facilities and programs.

D. The power to appoint Board Members taking into consideration the recommendation of the Advisory Board.

E. The power to employ a Director and to assign employees to the Director. The Town Board may assign employees of the Parks & Recreation Department to other Departments as may be deemed necessary.
